The Nordic-Baltic Mobility Programme for Public Administration is now open for applications from civil servants and other staff in the public sector. The programme offers grants for mobility and networking intended to promote and strengthen cooperation, exchange knowledge and experience with Nordic colleagues, and build regional network of peers on all administrative levels in the Nordic and Baltic region.

A successful project application should involve partners from at least three countries – Baltic applicants should visit partners in at least two Nordic countries. The reason for this criterion is to make the biggest possible effect of such mobility and make a stronger impact.

Deadline for application is 31 March 2025.

    Why apply?

    • You and your colleagues in Nordic and Baltic countries have ideas, plans and experiences worth discovering and discussing with partners.
    • Applying and reporting is easy and user friendly – all can be done online at NB8-Grants.

    Results from 2024
36 applications from the Baltic countries were approved for the grant. In 2024, total budget for the entire Nordic-Baltic region was 219 996 €. 14 applications (of the submitted 17 applications) from Latvia have been approved. Six applicants represented local municipalities and eight – state institutions. In 2024/2025, the total number of participants in the Mobility Programme projects is 240. The pie chart below shows the distribution of applicants by country.

    Success stories and examples
Examples of the previous projects funded by mobility programme can be checked out at Success stories – NB8-Grants (nb8grants.org). It contains more than 10 experience stories from the last year and many more from the previous years. One of the applicants Ralfs Rūsiņš, Project Manager at the Court Administration of Republic of Latvia, shared his experience:

“It significantly benefited the Latvian Court Administration by providing valuable insights and actionable ideas to enhance judicial processes. Through visits to Sweden, Finland, Norway, and Iceland, the organization gained exposure to diverse systems and best practices, offering a comparative perspective that highlighted areas for improvement and innovation. One key benefit was the opportunity to learn about advanced digital systems and IT solutions.
The project also enriched the organization’s understanding of human resource management. And it fostered stronger international collaboration, allowing Latvia to share its successes, like the e-lieta portal, while learning from Nordic innovations. This exchange strengthened relationships and positioned Latvia as a contributor to regional judicial advancements. Overall, the project provided practical tools and fresh perspectives to further improve Latvia’s well-established judicial system.”

    Simple application procedure
The application process is simple and straightforward:

    • Independently establish contact with partners in the Nordic countries.
    • Define topic and a justified purpose for the trip.
    • Apply online at www.nb8grants.org until 31 March 2025.
    • Prepare a travel plan.
    • Take the trip (or host the visit) and make the most of the cooperation potential.

For more insight, watch a video with previous beneficiaries sharing their experience. In the video: Timurs Tomsons and Elina Kundzina from the Liepaja Concert Hall “Lielais Dzintars” and Līga Mekša from Ropaži Municipality.

The programme is administered by the Nordic Council of Ministers' Office in Estonia.
